Pay by Plate
This option for a visitor permit is virtual; therefore, it is not required to display
the parking receipt on the dashboard of your vehicle. Enforcement utilizes a License
Plate Recognition system to track the validation of your vehicle parked on campus.
In order to use the Pay by Plate option, the following instructions should be applied:
- If available, go to one of the free five minute parking spaces located near the yellow
paystation to purchase a permit from the paystation.
- Push any button on the paystation to begin.
- You will be required to enter your license plate number to purchase a general virtual
permit. (Include all letters and numbers but exclude the state.)
- Choose whether to pay for hourly or one day.
- Pay for your permit via credit/debit card or using cash.*
- The paystation will issue a receipt; however, it is not necessary to use the receipt
as a permit.
*Paystations accept cash in the amount of $10, $5, and $1 as well as quarters and
nickels (dimes and pennies are not accepted).
Pay by Plate visitor permits purchased at the Stadium Lots near SECU Arena or West
Village Garage are not valid on the main campus until after 3:00 p.m. Monday through
TU campus departments use assigned parking codes through ParkMobile Reservations to reserve parking for their guest. When a parking access code is used, department

is not available through the ParkMobile app. It can only be reserved online at towson.pmreserve.com.
For a demonstration about reserving ParkMobile Reservations for department guests,

Park Mobile App
Parking & Transportation Services has implemented a new system that allows users to
download the ParkMobile app from the App Store or Google Play for the purchase of
a same-day virtual visitor parking permit ahead of time. You must have your license
plate information to input into the ParkMobile app.
Look for instructional signage in the garages and near paystations. You can also see
the video above for more information.
Types of Visitors
A general visitor parks in designated visitor or overflow spaces. General visitors
may not park in department visitor guest spaces. Purchase parking permit at a yellow
paystation, located in all garages and lots on campus or through the ParkMobile app.
Department Guest Visitor
These are individuals unaffiliated with TU, who are visiting campus at the request/invitation
of a TU department. A faculty/staff member will reserve their parking through ParkMobile
Reservations prior to their campus visit.
The guest will receive an email confirmation from the department, including an e-permit
with details about where to park on campus. The e-permit does not need to be displayed
in order to park on TU’s campus. Department guests can park in a visitor or department
guest visitor space. Authorized TU faculty/staff may fill out and submit the Department Guest Code Request Form online.
In the rare cases, a department guest may need to reserve their own parking through
ParkMobile Reservations. The guest will receive an access code from the department
and be directed to towson.pmreserve.com to obtain their e-permit. Please see the following ParkMobile Reservations Dept. Guest DIY Instructions (PDF).
Discounted ‘Green’ Visitor Permits are offered on hourly, daily, evening or summer
visitor parking permits for EPA Certified SmartWay Elite vehicles. Violators using a Green Permit whose vehicle is not eligible are subject
to a $75 fine for improper parking. Please see the signage at the paystations for
the list of eligible vehicles.
Visitors needing to stay on campus overnight can purchase an Overnight Permit at the paystations located at the Stadium Lots near Johnny Unitas Stadium and SECU Arena (Lots 4, 7 and 8). Overnight permits are available
for purchase after 3 p.m. and are valid for 24 hours from time of purchase. The price is $18.
